Delmarva’s Electric Vehicle Time-of-Use (EVTOU) program helps residential customers save money on electric vehicle (EV) charging by encouraging charging during off-peak hours, when electricity demand is lower. Participants can earn a $0.03 per kWh incentive for net off-peak EV charging.
The EV TOU program is for customers on Delmarva’s standard residential electric rate (Schedule R), which is a flat rate that does not include different on-peak or off-peak hours. EV TOU allows these customers to still benefit from charging during off-peak periods.
How does it work?
With EV TOU, your eligible EV or home charger participates in the time-of-use program while the rest of your home remains on the standard residential electric rate. There is no separate meter required, no contract, and you can cancel at any time.
Customers can also choose to participate in Smart Charge Management (SCM). If you enroll in SCM, WeaveGrid will automatically schedule your charging during optimal times, which can help ensure your charging occurs during off-peak hours and maximize your savings.
Eligible customers who enroll in Smart Charge Management will automatically be enrolled in the EV TOU program, with the option to opt out if they prefer. WeaveGrid will not manage your charging if you’re only enrolled in the EV TOU program.
Off-peak and on-peak hours
EV TOU incentives are based on when you charge:
Summer months (June–September, weekdays):
- Off-peak: 9 PM – 6 AM
- On-peak: 6 AM – 9 PM
Winter months (October–May, weekdays):
- Off-peak: 9 AM – 5 PM and 9 PM – 6 AM
- On-peak: 6 AM – 9 AM and 5 PM – 9 PM
Weekends and federally recognized holidays are always considered off-peak.
Eligibility requirements
To participate in Delmarva’s EV TOU program, you must:
- Be a residential Delmarva customer
- Be enrolled in Schedule R (standard residential electric rate)
- Not be enrolled in another time-of-use rate
- Not be enrolled with a third-party electric supplier
- Not be enrolled in EDI Billing or Prepaid Billing
- Have an eligible electric vehicle or home charging station
